The Value Management Unit seeks out sole source, limited competition, over priced, low reliability and hard to buy items to improve their value and support posture. We essentially seek out poor value and employ source development or competition enhancement techniques. In most cases we are developing alternate sources and work closely with the Engineering Support Activity (ESAs) and the weapon system program management offices to coordinate the development and the technical requirements of the items in question. In addition, we use reverse engineering and should cost to develop technical data packages or provide a detailed estimates of the price of parts, which is used during the contract negotiation process.

The Value Engineering Project Team (VEE) provides a wide range of engineering and technical support. Our team reviews items managed by DLA Land and Maritime to identify potential projects or studies that improve the worth of the items. The VEE Team is made up of several programs, Value Engineering, Reverse Engineering, Value Engineering Change Proposals, and Breakout Program.

A VECP is a proposal submitted to the Government by a contractor in accordance with the Value Engineering (VE) clause in the contract. It proposes a change that, if accepted and implemented, provides an eventual, overall cost saving to the Government. A VECP may be a change that updates an existing design to a current state-of-the-art technology, simplifies complex material by modifying or eliminating components, updates specifications/drawings providing improved data for future procurements, or reduces Contract Data Requirements List (CDRL) items, to name a few examples. The VE provisions in a contract prescribe that the contractor receives a substantial share in the savings accrued as a result of implementation of the change. In other words, a VECP provides a vehicle through which acquisition and operating cost can be reduced, while the contractor's rate of return is increased. Thus, a VECP can be both a contractor and a Government management tool. General information can be obtained from the IDA web site.

Organic Manufacturing is a means of supporting non-procurable and hard-to-buy items by using the excess manufacturing capacity of government-owned/government-operated (public) activities, when private industry cannot meet our needs.  Organic Manufacturing can be used when the following conditions occur:

No offer received
Nonresponsive bids
No source
DLA Land and Maritime Customer Contact Center requirement
Unacceptable pricing
Unacceptable delivery
Unsolicited proposal

The RPPOB program provides domestic business concerns an opportunity to purchase, borrow, or view replenishment parts for the following purposes:

  1. Design replication, product improvement or modfication, and alternate sourcing through product identification or reverse engineering practices.
  2. Development of data packages and submission to obtain approval to sell like parts to the government.
  3. Enhancement of competition with resultant cost reduction by obtaining alternative sources of supply and manufacturing.

NEW – The RPPOB Candidate List is a list of Potential RPPOB candidates identified by the DLA Land and Maritime Value Management office. This list will be updated regularly with NSNs that DLA Land and Maritime would like to increase competition for.
